Simply place the heater in the bottom of the nutrient reservoir, using the sucker feet, then set temperature(usually 18-20c) and switch on to maintain optimum water temperature.
Never allow the water level to drop below the heater as the sudden temperature difference can cause the glass to crack, so always switch the heater off before emptying your water tank.
